Commander (Player Character) Mysteries and Clues
1) When the Commander is found, but he has no memories of his past.

In regard of LRL
LRL model was created by PECS but was made in Japan. And as you could tell from Densetsu Science and the dark secrets of D-Entertainment, her moniker is actually "Long Range Light." This shows how much humans who made LRL cared about LRL: nothing more than an autonomous tool to be used to man otherwise unmanned lighthouse.
Her personality matrix is designed to adapt from a very stressful situation. All LRLs are made to be optimistic and accepting of current environment no matter the situation, which makes them able to take ridiculously long shifts in lighthouse by their lonesome. However, beyond taking care of the lighthouse and being the literal light for the tower, LRL needs no further capabilities, and as such she is built like a 10-year…
Why Labiata didn't get much support as Bioroid's leader as a whole
Keep in mind that Iron Worm invasion happened during the 2nd Coalition Wars, when Saman was fighting Black River and PECS. Labi was a member of Saman's product line. Black River and PECS associated bioroids didn't sit well with that.
so... mainly bad blood between factions. But to give a specific example:
Marie and rest of the leadership of Black River (this is after ID went dormant) generally believed that Labi was lacking charisma befitting the office that she was trying to fill. This was later proven wrong as Labi went out of her way to rescue Marie No.4, which made Black River faction bioroids revise their opinion of her and started to accept her as the leader of the rebellion.

The reason behind that is... well, take a look at her Buster Sword XDDD.
Okay, real-talk, that Buster Sword isn't the only weapon that Labi has, but it certainly is a weapon that she chooses to wield against the Iron Worms. However, in order to better augment herself to fight the worms in a sustained combat, she has injected Origin Dusts where it does not belong. While Labi is capable all-rounder, she isn't a bioengineer nor a bioroid-engineering specialist. As a result, her hodge-podge Origin Dust injection has left her at her... err... "bloated" state. This state causes tremendous pressure to her bones. While Titanium-alloy, the bones are giving in, causing her pain and probably woud have broken her body down if she kept at this.

"not designed" is right. Most of the Strikers and Public Servants... in fact, majority of PECS models that are out right now... are not originally conceived for combat. However, that doesn't mean that they have since been made "combat capable" via the installation of combat modules and rigging the armaments so that it can harm Iron Worms.
However... the example you made may not be entire true: while it hasn't been outright spoken, Elven and Dark Elven were constantly on the frontlines as conservationists and nature preserve public offices fighting against bioroids like Lumberjane models. Thus, I would imagine that they would have had some degree of combat module installed so that they could properly "wield" their weapons if needed.

Is the LRL the only one that have the inexperience combat
No, there are plenty of bioroids that haven't seen combat until now. However, what makes the difference is that she seems to be one of the very few individual bioroids that doesn't have combat module installed in her. This is because, believe it or not, LRL that we see in the lore is actually the one that is made prior to collapse, but was abandoned in a remote secluded lighthouse where she basically stayed until Labi found her. As a result, she had no reason to have a combat module... and that ax she wields isn't anything special nor was she actually trained in usage of such ax.
Did we have a medic bioroid
We don't have a dedicated "medic" bioroid yet. I can honestly tell why: could you imagine what healing would do to the meta? XDDD
But lore-wise the ones who are manning the infirmery in the Orca is the Fairies. Specifically, Daphne. Based on the skins, Lise also supposedly helps, but the canon doesn't support this yet. My thought is that the facility itself is well enough stocked and automated that Fairies can man the job fairly well... also, nurse outfits on Daphne and Lise are cute XDD
What is commander
So in order to know about what Commander REALLY is, we gotta first realize that Hypnose Disease is and why it killed everyone. So prior to Hypnose Diseease, humanity was struggling, but still alive. Yes, Iron Worms were basically winning on every front. However, pockets of resistence was able to find out that Iron Worms seems to be unable to or unwilling to enter large bodies of water, and have been making plans to carry on the resistence in the few island installations. Invincible Dragon unifying the final fleet of humanity and the creation of Orbital Watchers not as an Space Exploration Branch of PECS but ACTUAL terraforming institution under Aeda was going on at this point.
